Imagine a champion, a tank, a bruiser, a champion that doesnt use mana and his passive gives him health regeneration. That champion is garen. there are champions like zac that use no mana but use health for their abilities, sure you pick up blobs and gain your hp back but with garen u just face tank until u have 1 bar then wait for passive and heal back everything, not to mention at lvl 16 u get a fking warmogs passive.

health regeneration

hit him once and it's disabled for another 8 seconds, and it's not even good in lane unless he stacked 2 or 3 item 1006 at the start of the game.

Garen is bad, why is there suddenly a million threads complaining about him
