No champ has been as broke as yasou since katrina and yi stacked phanton dancers and dodge was in the game in the first year.
I'm done playing until Yasou's E is nerfed. 0.4 second cooldown is absurd; that kind of movement is way too much of an advantage.
There's a reason you see im in almost EVERY game, c'mon Riot..... wake up.

Only useful if near minions
The low cooldown on his E doesn't matter because it's not like he can damage the same target over and over. Sure it gives him mobility, but he's one of the few champion you can outplay by avoiding your own minions to fight. Honestly I don't have problems with Yasuo because I use champions that can deal with him like Renekton and Tahm.
