Make the ranged slow the current post-nerf numbers but for melees make rylais the current pre-nerf slow since the item isn't abused on melee mages currently.
That way you don't ruin melee mages such as

It was perfectly fine before 4.13 when some champs would get it but it was not mandatory on every mage.

The closest you could come to this while keeping it fair and balance able is to make it dependent on the proximity of the caster and the person being slowed. Some melee auto attackers have very large ranged or multi targeting ap abilities that make them no better than ranged auto attackers when it comes to abusing Rylais.

No one said "Melee only" lol This thread is saying keep the current slow for melee only while giving the nerfed slow to ranged. It's not a hard concept to understand that some melees have ranged attacks or also use area effect slows like amumu.

A better way to describe the slow change is on how far the ability goes. For instance, if a spell goes farther than X amount of units it wouldn't have as powerful a slow. Either way, tone down on the condescending.

You don't need to be fed to 100-0 someone as eve. Protobelt gives eve a great amount of burst along with runic echos. With these 2 items eve can burst any squishy down in the mid game, late game it's a different story, you need to be fed to pop a target before you get popped. That's why eve has such a strong presence early and mid because her burst is pretty good. Hell even ad eve can pop people (I used to play devourer into titanic and I had enough damage to pop squishies as her, eve has good damage early to mid alone

But in all honesty Rylais is core on eve, spamable Q = perma slow and makes her tankier while also giving her 100 more dmg on E and about 45 per Q. Not a bad item on her when u think about it huh?

Lol you do realize every mage builds rylais even champions like syndra and annie and every other mage. Why do they need slows when they 1 shot you already? Because it gives 100 AP and 400 health the f*ck. Why in the hell wouldn't you build rylais!? It's too good of an item lol in all honesty the eves you played against were probably fed up the ass or don't know how to build her correctly or your team just sucked really bad. But to answer your question, yes protobelt into Rylais is what keeps eve as a very strong champion right now

I try to tell my team to play back towards our turrets so eve cant get a bunch of easy free kills, but people like pushing out hard without warding, then they die and give up 5 mins into the game. Not much I can do to carry it, because the joys of being a support player prevent me from doing so. Cant save stupidity

WoonStruck1 votesIf ranged mages are too powerful compared to melee with Rylai's use, then ranged AD champs are definitely too powerful compared to melee when it comes to lifesteal and other effects.
Anyway, in general, range is not the issue with Rylai's. Its extra utility on champions that don't at all need it, without sacrificing damage. That's why its getting nerfed.
Spammable slows are only an issue if there's too much damage alongside it.

Although I don't agree with the op either, I would just nerf rylais and give the champs who really suffer from the nerf some compensation buffs.
