Yeah it's a pretty heft cost. Like the only way to reasonably get 3 down is to put them all out as fast as you can, go back for mana and come back before minions spawn. After that it's not too big of a deal because your passive Meeps are your primary harass tool (not costing mana), and gathering Chimes gives you quite a lot of mana if you don't go picking them up when you're full.

70 HP fully charged. Movement speed buff as well. Can be placed 3 times and you can wander around. Can be used instantly for 30HP and movement speed.

But yeah, if you only look at one part of the spell, it looks really dumb.
