This item is THE reason some ADC are unstopable. They dont even need peel if they can perma kit you. 75% slow is Crazy for how fast they can get it up.

This is COMPUNDED by how slows mess with Abilities and abilities ranges.

It really needs to go as an item.

I mean, it's there because most ADC's have absolutely no form of hard CC, and there's a reason champs have gapclosers. I think it's hands down the strongest crit item, but if you're going to complain about an item, complain about something like sanguine blade.
