Are East Coast players supposed to migrate to LAN?

Riot's been offering free transfers to Latin America North since the 13th, and they've been otherwise silent on providing concrete solutions for fixing the East Coast ping situation. I've tried contacting support many times; they always tell me my connection is bad or to use a service like WTFast (AKA pay money to play League of Legends at a lower ping). Either that or we get told that they're "planning" something, only to tell us they're moving the servers down the street a few months down the road.
Meanwhile I get about 35-50ms playing Dota 2, World of Warcraft, and Starcraft 2. Still get 115 playing League of Legends. I used to get about 70 ping in 2009, I guess the continent stretched over the last 5 years. Hell, even bloody Runescape has East Coast servers.
It's not just the ping either, it's the egregious amount of hops you need to go through; if any of these hops has an issue, you might get ping spikes/lost packets/connection issues. This affects gameplay pretty badly, on top of actions feeling sluggish, some combos are even gated from players.
And to add insult to the injury, LAN's server is based in Florida.
Am I getting the message? Because that's the message I'm getting Riot. You keep saying in interviews that you pay attention to players who play your game while also being one of the biggest grossing multiplayer games ( http://www.capitalotc.com/league-of-legends-to-generate-1-billion-revenue-in-2014-to-riot-games/23998/ ).
Can something concrete be put on the table for 2015? I want to play this game, not Dota 2.
