But as long as we're talking about randuins I don't think Frozen Heart should be built out of the item that has the coldsteel passive, since it just sort of disappears upon upgrading.

It becomes an aura instead of an on-hit attack speed reduction.

The only thing with enough range to outrange the aura is Tristana at level 18 and at maximum possible range since the aura range is 700.
