It is weaker than fervor in terms of late game damage. You only really need it if you aren't completely sure about your laning. so say youre a noob Ashe or Kalista, then ya but otherwise no Fervor is better

It's not bad in principle, it's overtuned though. Bloodthirster-worth of lifesteal without sacrificing item slot is way too much, because, unlike most other stats, stacking lifesteal has no diminished returns. In fact, the more LS you have the more you get out of it, because you survive longer, and can lifesteal even more.

Now, lifesteal from items wasn't usually stacked since BT rework, but that's because of how much damage you could lose from sacrificing slots for lifesteal. With WB you only lose FoB, which is not that important for some champions.
