sometimes i get both RFC and shiv on an adc, is this bad?

Yes because only one of the passive damages are applied.

Suggest taking one out for Phantom.

no its a solid build since RFC enhances shiv in two ways. your get the long ranged passive and the faster energy stacks.

Its good if you don't need something like last whisper or lifesteal. You get the added range and shyv proc, but the damage dosen't stack.

Alot of pros get both on someone like caitlyn.

It's pretty common for champions like Cait, Trist etc that don't build Hurricane or any of the BC or lethality type of builds.
