What is Kog Maw? He is listed as Marksman but all of his abilities scale with AP? Does he only build AD and AS and dosent focus on abilities much or something?

Riot wants him to be played as a Glass Cannon bot lane. However IMO mid lane is much safer for him. Either way he's a late game carry. AP you can do damage from far enough away that almost nothing can hit you. AD late game you can melt everyone IF, and I emphasis the IF your team protects you. He can go either one depending on your personal playstyle. Hell I've built him tank and it's (mostly) worked.

Idk why I thought he could be a top laner with that true damage... Also the long range helps I guess. But I'm a noob.

I mean my top lane tank build consisted of: item 3022 item 3053 item 3124 and then 3 other situational items Emphasis on the fact that it mostly worked (by mostly I mean very rarely)

Kog is a really, really old champion. Not one of the originals, but he was released before the game entered Season 1. Back then, AD ratios were really uncommon and were only really found on skills that did damage and nothing else.

Due to how he scales, you can build just about anything on Kog and have some degree of success with it. However, the builds that are most successful at the moment consist of Wit's End, Rageblade, and then whatever else the situation calls for.
