Suggestion for Afker's/feeders/having a bad game

Is there any planned patch to look into the people who actually troll games or go afk on purpose don't get me wrong I like how Riot has done everything they can and love the new ban system I got chat restricted but well deserved, I am more looking for those who we know are trolling an example I had dodged 2 games I believe that is 20 min wait total. next game I get an adc who also dodged twice so we both don't want to dodge again then we get top/support call and they pick Kayle with Clairvoyance and clarity as support who then just afk's level 1. The next game Fiora proceeds to rage and go on about hating the bm in league while still raging and then rage quits 0-5. then we get an EZ mid who decides to E into Ahri's then get q'd and full foxfired. These people are not here to win I am pretty sure they are here to troll I agree with MOST people want to win joining a game but what about those who don't the report system is not enough as we are still getting those people.

I don't expect this to be thought of at all just merely stating what a lot of the community AKA the fodder thinks you move servers to Chicago for the vast majority of people what about the amount of trolls that a lot of your players experience I cannot say that the majority have to deal with trolls and afkers as I do not know but I would say a good number as it only takes 1 to affect 9 others really only 4 as the other team is happy as a pig in a pile of dung that other team got an afker. I would suggest something other then just a reconnect option and I know a vote kick option has been thrown around how about these though.

Vote option--- vote kicks 1 player the player that was kicked suffers no LP loss but the players that kicked him lose 1 quarter of the LP they would normally and the other team wins the same LP points they would normally after a win. I know this can result in better elo boosting in some cases but if you are actively looking into our games for trolls you can easily see this when a team is always kicking and or giving up asap. As well vote kick should only have to wait 5 minutes to kick someone, you may think that is way! too short but trust me I have been in games where people have died easily 3 times within 4 minutes and they start to tilt no one wants people like these in the game as the tend to rage, sure you can mute but they still gonna tilt and feed. This way the vote kick they lose no LP it's kinda like us saying sorry you are tilting right now maybe you should take a break here is a timeout you lose no LP go take a break, we still lose LP for the vote kick but only 1 quarter of what we would normally as well I would make suggestion doing this will not cause you to lose a division or a series like the game never happened but it did as they will still see the loss just no LP loss.

Now the pros

Enemy Team Still get's the win everyone is happy

Own team Feeling a bit better still in series or Promo's Lost a few LP but saves the headaches did I mention still in promos

Normal Games impact

Enemy Team Still get's the win everyone is happy

Own Team No needing for headaches and BM rage they lost but at least they don't need to waste 20 min and they can re queue again.

2.Dodging

Dodging should not be penalized I don't know enough on how this works to know why it is penalized as even if someone dodges repeatedly what is the problem with that? elo boosters still happening scripting still happening and drop hacks still happening. So why can't we dodge when we think we should I can't really think of anything else to say maybe someone could enlighten me more on why we shouldn't be able to dodge multiple times without compromise I thought we could at one point.

Not sure if this is the only benefits and downsides but feel free to add on and discuss I am just really tired of losing at least 4-5 games a week to excessive feeding and or afk trolling. This may sound like a rant but I feel the vote option is quite good for all and should be given a thought if my two cents is worth anything or if I am even posting this in the right spot not sure where I should post suggestions.
