What's everyone's thought process when picking boots? Not counting the no-brainer

What counts as enough cc for 
? How many is enough autoattackers for 
? Do you build for your lane or for the enemy comp? Sometimes there's a 
comp that has a lot of magic cc but 2 hard hitting autoattackers, what would you build?

i'd build vs. that comp because very few items give tenacity, whilst on the other hand you can just stack armor and build 
for the yas and draven since they are very critical strike reliant

If I'm ADC against someone like Morgana, I usually go for Merc Treads. Anything to make that binding last less than 6 years.
To the OP though: Sometimes though, if I'm really ahead and there are other people on the enemy team that are also ahead, I'll itemize boots against them if I can. The AS boots are really nice, especially on Tristana who has low base AS and low AS growth, but sometimes getting merc treads because they have a lot of magic damage and/or CC is a good idea or if they have a really fed assassin/bruiser, I'll opt into tabis; its not very much but it gives me a little survivability without completely derailing my core build. ADC items are expensive so you really don't want to put off getting them if you can help it.

A good example of being ahead but itemizing for defenses and safety nets. Their entire team was practically AP and they had an Ashe and an Anivia; so merc treads was a good buy because the MR and the fact that they reduce slows by a percentage. I also got a Maw and a GA as well since they didn't have tanks; I could itemize more greedy in that regard and not worry about needing armor pen. I was also, clearly, all of the teams gold. I really couldn't afford to die for free in this particular game.
Needs more details. If you're splitting for example then you should build to be able to duel anyone, and ninja tabis would be huge towards fighting the draven or yas, and tenacity would be mostly irrelevant dueling the others. If you're teamfighting and you need to stick to a target and you know you'll be the target of the enemy CC's, then the tenacity. If you're picking boots against a comp with avoidable CC like the zyra, you typically want to try and outplay it. You can also definitely go defensive boots on ADC and APC, you just have to think about what your win conditions are. More damage on an ADC is nice, but if enemy team has a big rengar or khazix, tabis could mean the difference between you dieing at the start of every fight or living to actually do damage.
