Since you have never run into a case with ping spammer (as you told us above), how do you know the target of the spam has made bronze level error? Bronze level error enough to get you 30 minutes of "?" spam every time the spammers ping limiter lets him ping again?

It happens often enough to be annoying. And the purpose of the spam is clear; they try to make the spammed person tilt and make him do unwise things that get him banned. The spam also hides proper use of pings and thus the spammer is aiding the enemy and reportable in that category. Unfortunately after game report doesn't help during the match and even after the match it probably does pretty much nothing.

Edit: Oh, and OP, there is another thread similar to this on the boards already. Spamming new threads with the same message is most likely counterproductive. It might be more useful to use the existing thread for that.

I've seen it for longer than 12 months.

A "?" means nothing to me without an explanation. Most of the time people make mistakes because they don't know what they did wrong (Riot's "training" doesn't really go over the nuances of the game...most stuff you learn by experience). Pinging ?????? isn't going to help. Use chat to explain something. That's what it's for.

and if people ping MIA in that fashion it means you made a bronze level error, something you shouldn't have done, how else would we tell you that(and not to do that again), other than take the time to type in chat with a ton of text.

I've had top laners "?" ping spam me when they went in for a fight top lane and I was bot instead of top. And they didn't even ask for a gank and I didn't tell them I was coming for a gank. They just went in for a 1v1, lost, and then "?" spammed me like it's my fault they died.
