Intent is that the Lost Chapter Passive goes away when upgrading, given comparative lack of level ups later on. To avoid that feeling like too much of a cost to mana restoration though we're currently trying out a version of the current Athene's passive on the revised Morellonomicon (Kills and Assists restore 20% max mana).

One other piece of context that might be useful when looking at the revised AP items is that there are also changes to Blue and Dragon buff coming. Blue buff will reward restore a greater proportion of max mana pools per tick (1% instead of 0.5%), while one of the dragon buffs is shifting to a model where it restores % missing health and mana occasionally. Both of those should make larger mana pools more attractive to mages than they have been in the past.

So basically, mid laners will be bitching at the jungler to give them blue MORE than they already do?

I seriously doubt you guys think about the repercussions of your changes very much. It's already bad enough that you're nerfing the mana regen of every mage item in the game, but now you're just putting more pressure on junglers as well.

Not sure why you've been down voted. This is going to force junglers to play champs that don't really need the blue at all in the jungle. So no Sej/Amummu/ect. Just more Lee Sin...

so many buffs to mana less champions, first the mana potions were gone, dorans ring nerfed, now nerfing mana regeneration....

There are some champions that no longer will be meta simply because in some matchups need to spend all the mana to counterpush the lane against champions that have ridiculous mana costs or simply no mana.

You should be giving them blue after first clear anyways, it gives way too good of stats for a mage for them to not have it whenever possible.

Accept the change to your selfish playstyle and realize Riot's making it a more team oriented game.

If my mid laner is 0/3 by the time second blue spawns, there's no way in hell I'm letting him have it. AP junglers such as Fiddle, and blue-dependent junglers like Amumu, get just as much out of blue buff as mid laners. Mid laners also should be rushing a mana regen item to reduce their need for blues.

Blue buff is something you give mid if they're shaping up to win their lane and that extra push of getting blue will allow them to snowball. That's not selfish strategy, that's just plain strategy. Buffs should be given to laners who deserve them.

If they're 0/3 by the time second blue spawns, that is an even better time to give it to them as it could help them get back into the game and go from feeding to destroying the enemy team, I've come back from huge deficits before with a simple blue buff many times and you should really consider what the small buff can do for your midlaner even if you don't quite trust them with it.

Many mages can't afford to rush mana regen in many matchups and isn't stat effecient when there's a buff they can get for mana regen.

The best predictor of future behaviour is past behaviour. If mid has died 3 times already and is behind in farm, then giving them blue buff is basically like giving the enemy laner blue buff. There is a much higher probability that mid lane will simply die again, either through getting outplayed 1v1 (because if they're 0/3, it means they got outplayed 3 times already) or getting ganked (and if they die to ganks 3 times in a row, it means they don't ward or know how to play safely).

Think of it this way: mid lane was 0/3 before I was even considering giving them blue. If a laner can't even handle their lane that early in the game without getting blues, they're just plain bad. Why would I give a bad mid laner blue buff?

Why do you have no faith in someone who isn't winning, do you feel that everyone who loses lane or gives up kills is just bad and doesn't deserve help? Not everyone wins all the time, doesn't mean you shouldn't try to help them get back into the game.

Junglers have to make sacrifices. Sometimes you just have to let a lane go in favor of helping the other lanes. When I'm jungling, I constantly watch my laners while I'm taking camps to analyze how well they're playing and whether or not it would be worthwhile to gank for them. If I see that my mid laner is constantly getting out-traded and out-played in lane, then I won't go mid, or give them blue buffs.

In the grand scheme of things it's better to leave the feeding laner to their own devices because if you get the other laners ahead enough, the 4 of you should be able to carry him. Ganking a losing lane is extremely risky because the enemy laner might be strong enough to 1v2, or the enemy jungler might counter-gank and kill you both.

Same goes for giving a losing laner blue. They're already behind, and sure blue might be enough to bring them back. But it's far more likely that they will just die and hand off blue to the enemy. Like I've said previously, the best predictor of future behaviour is past behaviour. Good junglers are constantly weighing these odds and trying to determine the best course of action. And the best course of action is usually to let a feeding laner be and help the winning lanes snowball.

Vistha Kai1 votes

You are the one not getting it.

In situations like that you can either risk wasting time and resources helping the losing laner or take the buff for yourself and help lanes that are still managable.

You sacrifice one lane for the sake of two others and by extension increasing your team's chances to win.

Ok.. but why should mages be balanced around blue buff to avoid going oom and be able to do damage?

So every other class in the game essentially has infinite resources but mages need neutral buffs in order to be effective? Sorry but this seems like a pretty stupid way to balance.

IcyPepper10 votes

You're forgetting dragon, it's not just blue.

Although I think the intent here is to make dragon more attractive, something they've noted they wanted players to find more value in alongside rift scuttler.

It's entirely possible to still buff blue buff but not balance mages around it (well, to a degree, wouldn't want blue buff to be too powerful), but making one of the dragon stacks cater to mages specifically would be nice since some dragon stacks benefit some classes over others.

Morrivar2 votes

The problem with it is that bring the blue up in this context is literally telling us that mages are being balanced at least somewhat around blue. Considering only 1, maybe 2, champions is going to have blue at a time, that wont' always be the mage. Also, seeing as there's plenty of potential for two mage comps with one top and one mid, it's stupid to balance the entire class around a single buff.

I hate to say it but it's implemented to make the game for exciting. Blue buff should feel like a powerspike and not just something that lowers your ult CD.

Atanchan2 votes

Honestly, the only champs in the game that actually have infinite resources are the ones with non-mana resources ( which has the side effect of them losing out on gold if they want an item with mana on it ) and marksmen, who by design would still contribute a lot to a fight even with zero mana - so while they do have a way to opt into not caring about mana in Essence Reaver, it basically ends up being something to keep ability-reliant marksmen from falling behind pure autoattackers.

Tanks need mana to use their damage-absorbing abilities and control the enemy team. Assassins need mana to get in and out of a fight and to actually make use of their burst rotation. Bruisers need mana to wreck havoc - even if they go an autoattack-based build, their method of diving into the enemy team costs mana.

So I'm not really sure where you're getting this "infinite resources" thing. Mages are balanced around blue buff, yes, but not because no other class would want mana sustain, but because they utilize blue buff so much more effectively.

Shadragon6 votes

The thing is that almost every champion that uses mana has a comparable base mana pool and base mana regen. Mages have on average about 100 more max mana at level 18 and 3 more mp5. Meanwhile their mana costs are double or even triple that of their counterparts. Nonmages tend to have costs around 30-60, while mages can have costs from 100-140 in some cases.

Running out of mana as Talon is a feat you have to work towards, one that takes about 10 minutes of uptime, using your abilities freely with no regards for your mana costs. Running out of mana as Malzahar, Swain, Xerath, Brand, Lux, etc. is par for the course. You manage your mana carefully and do what you can until you run out, then you play passively until you can regen it back. Playing any of these champions without a mana regen item means that you're useful for the first half of a teamfight until you run OOM and have to back.

Malzahar is a particularly good example in my opinion because he gets a lot of mana from proper use of his E during the laning phase, but it requires him to push hard and put himself at risk. In mid and lategame, that mana return becomes less and less significant as you spend less and less time around hordes of minions to slap Malefic Visions on. His mana costs at max level are 100/110/120/100 respectively, and his E only gives 26 mana per bounce at max rank, which means that a full minion wave only gives 130 mana back, meaning you only make a net profit of 10 mana. Even with the current mana regen items, Malzahar still has to manage his mana (Unless you go overboard and buy TOO MUCH mana, in which case you lose out on a lot of damage)

Atanchan1 votes

While this is true, I think this mostly stems from the fact that mages have far more opportunity to use their abilities far more often. Talon specifically only really has Rake as an ability he wants to use when he isn't going in on someone, but even then using it whenever it's off cooldown for harass or wave clear will end with him not being able to do his full combo when he finally sees an opportunity pretty quickly. And on a champion like him, not having access to your full combo makes you pretty much OOM anyway, and he doesn't exactly have any good options for mana sustain unless he wants to go some weird crit-ER build.

It's also pretty easy to see this on, say, Maokai. His saplings are fantastic scouting tools, but they'll wear his mana pool down in no time, and while he doesn't need mana as much as Talon or a combo mage it will still seriously impact how well he can use his ultimate and how long he can keep someone locked down.

And that's why mages would be balanced around blue buff: they're a class who basically by design is constantly spamming mana, so having an objective that can keep them on the map forever is a pretty big deal when the alternatives aren't quite as good. It's not that they need blue buff to be effective, but it's such a powerful tool for them and any other mana-reliant champions because it makes their mistakes less punishing and allows them to stay on map for far longer.

It's basically the same thing as Baron is - his buff isn't necessary for to push down objectives, but it's such a strong power increase for them. Riot's trying to make non-tower objectives more appealing, and making sure blue buff has less competition among mage items is one way to make sure it's a big deal to not handle the buff with care.

Please just get rid of blue buff affecting mana at all!!!

It doesn't work out in far too many games. You can't balance around mages getting blue buff and then still be bothered by them not being able to go anywhere but mid, or just being bad in lower tier games. Even in gold I often don't get blue until way late in the game and even then only if I go and solo it.

And to top it off, it makes things even more snowbally as well. Get blue for once, immediately get killed by the enemy mid assassin, proceed to lose game. :(

So if your Blue gets stolen as a mage or you don't have access to it you're fucked? Seems like a great idea.

While we're at it why don't we rework ADCs so they get X autos per back and Red removes this limit, this would be the equivalent of what you're doing to mages.

Xyltin2 votes

It was like this for years. Now people don't even care if their blue gets stolen except they play a really mana heavy and weak early game champ like ... Anivia.

Riot said that they want blue/red buff to be contested and not just traded or ignored most of the time.

I don't like how people will be able to spam spells brainless with blue buff again but when this is the best way to make blue relevant without making it too OP (more AP?) then it is a buff that is needed.

LankPants7 votes

Riot said that they want blue/red buff to be contested and not just traded or ignored most of the time.

Why would I ever contest Red or Blue with death timers as long as they are? It's not even worth the risk with lower death timers.

Single person buffs are more incontestable than ever this season, you see the same shit with Rift Herald. No-one fights over it because it's better to cede the buff to an enemy team member than it is to risk even one person die contesting and that's a far more powerful buff than Red or Blue can ever be.

Retillin9 votes

LankPants9 votes

There's bigger problems than that with running two mages right now, namely it's just more efficient to replace both with ADCs and run triple ADC. This meta is complete horse-shit and Riot seems to be actively attempting to make it worse right now.

Now you give us context that make people stop freaking out so much.

I kinda approve of the sadistic lack of context making the changes seem balanced to some degree.

Sire Hippington8 votes

i have to agree with some of the others: Please remove mana from bluebuff! Many champions are already kinda forced to go mid as it's the lane with best acces to bluebuff and they need it for mana. Balanceing mana around the possibility of bluebuff is a bad idea and leaves you lacking unless you havebluebuff, resulting in even harder snowballing from mapcontroll.

Why not try to give bluebuff something eintierly new that doesn't affect essential stats, just how redbuff gives a nice boost to combat power without champions feeling lacking when they don't have it, as it doesn't give any essenial stats? I think something like the relic shield buff from Dominion could work for blue.

I'm happy to hear that dragon might give %missing mana, though i do hope it is in one of the first two buffs, else it will be to snowbally if mana gets balanced around it as 3+ dragons rarly fall into the hands of a team that is behind.

If you do this though, it will be so strong that junglers pretty much HAVE to donate all of them. You're creating another item 3105 situation: forcing players into making a choice they don't want to make because it's too good NOT to do it.

MFG Colour1 votes

that's already the case, you are more likely to win a lane by putting blue onto your laner than onto your jungler.

THESuperStuntMan3 votes

Unless you're dynamic queuing with your jungler as a midlaner, you can't be sure he'll give you the buff even if you ask for it. Say if you have a jungle Yi or Udyr who doesn't want to help the team at all and just wants to farm jungle camps for the first 15 minutes of the game.

Also, giving your midlaner the blue isn't always the best choice as a jungler. If your midlaner is 0-3 by the time the second blue spawns and is against an assassin, it won't really help the team to give it to them. You're better off taking it and trying to carry the game yourself at that point.

I said laner not mid laner, very often you can give it to top

Also as a note the jungle is a supportive role when the game is balanced so as a general discussion it's better to assume it as that

B3ER5 votes

Now, I know this sounds nice on paper and coordinated play, where teams work together to allow players and champions to achieve high points... but this isn't going to work in anything under plat. You're simply gating an archetype harder than they're already gated, while reducing the impact power they have through AP reductions in core items. I'm not even sure the hextech items are a healthy addition. Are you sure you wanna give Annie more opportunities to perform a long range, large AoE, stun + burst combo?

Furthermore, why are other roles exempt from having to deal with resource windows? The ADC update was brilliant for their diversity and impact. No matter how much I hate ADCs, it was good for them. The mage update seems regressive in that part. We wont see more diversity, we'll primarily see mages with mana regen/refund mechanics.

What can you say to ease my worries, Meddler? Where are my deductions missing the mark?

but this isn't going to work in anything under plat

Let me fix that for you.

but this isn't going to work in not-coordinated play

Now.

I've been in Plat whole one season, as high as Plat 1, actually and even there you musn't rely on your jungler.

If he offers you a blue buff or comes for a gank, it's fine. If he doesn't, it's fine too, since you didn't expect him to be worth more than a paperweight in the first place.

Pretty brutal way to see things, but I've learned that through experience.

I'm not quite sure how balancing mages around blue buff is a fair way of balancing how strong or not strong (by virtue of not having blue buff) they are in lane? What happens if blue buff is stolen? Or the jungler happens to need blue buff themselves? Do we just say screw it against zed, talon, yasuo, enemy mage who does get their blue buff, etc? I'm a little baffled by this design decision to be honest. I feel like mages should be balanced INDEPENDENT of neutral buffs like blue and some random Dragon buff ( which is just a win more mechanic for the winning team anyway). Am I seeing this the wrong way? Or are there some other facts or changes I'm missing here.

AMYS GRAVE6 votes

Making mages more blue buff reliant will only hurt game dynamics as junglers who refuse to donate blues become a greater frustration point. And what exactly are blue buff reliant junglers supposed to do now that their mid laner NEEDS blue buff?

You want blue buffs to be more contestable? Lower death timers in the 15-30 min range so losing a skirmish around blue isn't two mid towers lost. This is also the reason ZZ and/or Banner is so prevalent because no one wants to risk pushing a lane themselves so they buy items to do it for them.
