Always wanted to pick up Leona's evil lesbian lover, and now she's on Sale. But you don't see her mentioned often - is it because she's in a bad state currently...?

No, in fact she is probably the best assassin like fighter in the game at the moment. She isnt in a bad spot but her learning curve is a bit too much for some people i think. She is still very strong though and i suggest picking her up

I'd imagine her "vacuum cleaner"-effect on her E might work wonders with CoTC...?

She's a better assassin than most assassins. The only issue being that she has an issue getting back out.

As for mobility, her ult + E pull in is more than enough to secure most enemies. Rylai's guarantees it. Her shield + double proc and damage makes her quite strong at dueling as well as AoE clearing. Her Q is a fairly unconventional arc-type skillshot which can catch people off guard fairly easily as it hits all targets in its path but the end path itself can be aimed anywhere within cast range. And her burst is ludicrously strong with a decent bit of AP + a Sheen/Lich Bane.

item 3116 is up on the chopping block next patch/in a few patches though.

How integral is it to her success?

Not mandatory. It just makes her landing a Q or getting in range for the first R an almost absolutely guaranteed death sentence. As is, if she lands it without Rylai's altogether, you're still probably fucked as long as she's post-6, and more so if she has Sheen/Lich Bane.

She's also a lot better at AoE dueling (aka, 1 versus >1) due to her AoE Q, her AoE W and shielding that can be applied twice, and her AoE E, not to mention her passive's AoE auto.

Her effective burst time on a squishy with a decent amount of AP is around 1 second. Q-R-W-E interspersed with autos. Sometimes it won't even take all of that.

She's not really in a bad state as in weak/in need of buffs. But she suffers from some problems that make her not exactly "meta". As a Jungler she basically has no impact pre-6 so you have to farm in the early game and hope that your team doesn't die 5+ times till then. In midlane it's kinda the same - you can do absolutely nothing pre 6 and Control Mages like Syndra, Orianna, Viktor etc. can punish her reaaally hard when played correctly.

She's also quite feast of famine. You kinda play and feel like a assassin, but she's officially labeled a fighter which is also kinda reflected in her kit. She can go in with the dash on her ult, but unlike the "real" assassins you have no escape. You go in and kill them, or you die. With Diana, you either get a lead and go off and oneshot everyone (because her dmg is really quite ridiculous and also has quite high AP-Ratios) or you get behind are absolutely useless and die everytime you try to fight anyone. So if you mess up your Laning-Phase pre-6 you are basically done. You need to somehow survive and not fall behind to much in XP/Gold till lvl 6. If you manage to do that, you get a All-In Chance. If you win, you can snowball the game, if you don't, well... you are quite done. Alot like Akali in fact, but atleast you have a ranged ability you can farm with and a shield to help you a bit against poke. Still, one of the weakest early-games since Diana without her ult just has 0 threat. Same as a Jungler; you need to make you first 1-2 ganks work. If you can get a few kills, you can snowball the heck out of it, but if you don't or die early due to an invade by the enemy Shaco, Lee Sin etc. the games gonna get really rough.

Personally, I like her as a midlaner but I'm also just Silver, so many Players neither know how to really punish the lvl 1-5 nor respect the lvl 6. The higher you get the more difficult it will probably get and in High Diamond/Master/Challenger you most likely would get murdered every single time.^^

Edit: She will also most likely get a rework when Riot does a Update for the Fighter-Class, since as I said she's labeled as a fighter but is played way better (and way more fun) as an full-dmg Assassin which she's, as Riot stated, not really supposed to be. We don't know when that is going to happen though.
