Because they are morons. That's why. Seriously balance in this game is in death spiral.

Xin was outdated and broken. Prior to the rework he was very feast or famine. He was supposed to be a diver but he struggled a great deal after diving into the enemy team. The primary way he could be successful was by snowballing and getting extremely fed early, to the point that nobody could deal with him. Riot merely gave him the tools to succeed at his role without having to get extremely fed, number tuning comes next.
If numbers are an issue now Riot can tune them, but that's the whole point of a rework. Fix the mechanical problems of a champion so that they can be balanced effectively with number tuning from that point onward.
