To put him in a little better spot, could his chimes spawn in groups of 3 or 4, instead of groups of 2? Bumping up the experience given slightly doesn't make up for the fact that he is out of lane, not getting objectives, for 2 chimes, IF he has access to both in the time that he leaves lane. I also feel like a cap of 4 meeps is a little lack luster, because if you collect enough chimes, you should feel more rewarded than that right? Say you're behind and the enemy team has control of your jungle, it would be difficult but rewarding to get more than 4 meeps to attempt a comeback. If your team is ahead, he will be more of a present support. The spawns could decrease as there are more chimes on the map.

Since this is a thread about Bard. I'll tell you why everything you say is wrong.

Having to do with increasing the rate of chime spawning: You really shouldn't be collecting the chimes in 2's, you should wait for a meaningful passive upgrade to acquire before going out on a magical journey. Also, the experience from the chimes is already a lot, it helps you and your adc get ahead with them getting more minion exp. and you getting the chime exp. "IF he has access": Rule 1 of Bard: Get every chime. Change on Meep Cap: Not needed as games should not realistically go on for that long, also the damage on meeps is pretty high so buffing the amount you can have is pretty risky, he isn't supposed to have much damage.
