I've begun to notice how few males have short hair in their designs. I also find it rule of thumb that if they are wearing a helmet/hat they presumably have long flowing locks of gold. Ponytails also seem to account for many of the hairstyles of men in Runeterra. Balding also seems to be all the rave.
This is the list of male champions with actually short hair.
Has preeeeetty short hair.
I counted up the males that were eligible to have hair and parsed them into groups by length. By eligible, I meant anyone that feasibly could have hair (So like not Fizz, kha, vel'koz) and wasn't wearing a helmet that completely obscured all hair.
By my count there are 37 eligible males. 20 have short hair. 3 have medium hair. 7 have long hair 7 are bald.
I think it's just your perception. The fact that you assume there are long flowing locks of hair under every helmet says more about you than the hair of the character. As others have said, long hair is actually really appropriate for men throughout history (and the modern world), and honestly a lot of these characters have hair based off tropes and mythological characters. The design choice involved is not "lets make this guy feminine and beautiful" it's "lets make similar to this mythological ideal of a warrior".
I'm not sure what you have against other hair styles. If you're feeling "left out" or like you don't have an option to match whatever your particular ideal gender/champ combo is, please consider that there are many people who have 0 options.

Short hair: In this case, we can tell that Corki's hair is short due to one of their skins. All of the other champions have clearly short hair with the exception of Viktor. Why did he decide to keep a small amount of hair above his head, despite having long hair on his prototype skin, is beyong my comprehension. Wukong is humanoid, sentient,and can most likely grown long hair, yet he has it short.
**Long hair: ** Some of there were very tricky. Azir's hair can be seen during the his Ascension video. Jarvan has long hair in two of his skins, and short hair in only one of them. Karthus has long hair in two of his skins, and his default skin shows a very small amount of his hair. Kassawin has long hair on his pre-void skin. Lucian technically has long hair, even if it doesn't cover all of his head. Rengar has braidings, /topic. Talon has a long hair on his Dragonblade skin.
Bald: Most of these are obvious. Lee Sin actually has different hair on every single one of his skins, so I said fuck it and considered him bald since that's what seems to appear most often.
N/A: I can't tell if these champions have long or short hair, usually for having their head completely covered, not having a scalp, or having lost their original form without leaving any record of their hair. I included all male champions who were once able to grow hair, or have a very humanoid appearance.
It's... actually true.
But in most fantasy worlds, it is normal for men to have long-ish hair styles, since they're usually based on "elden times".
