Regarding the new Lissandra passive pitched by Riot
" 'Iceborn'
Every 15s Lissandra's next basic attack deals 15-90 +0.2 AP bonus magic damage, doubled if the target's movement is impaired by Lissandra.
Whenever Lissandra impairs an enemy's movement Iceborn's cooldown is reduced (3s for champions, 1.5s for minions)."

I do not like this passive. It does not synergize with Lissandra's kit at all. This is except for the fact that Lissandra CC'ing champions reduces the cooldown. Honestly, that part just seems like a cheap gimmick. Riot's justification is that ". . . good Lissandra players weave in AAs already, which is hopeful." - Meddler. The thing is...that can be said about ALL champions, mages too. Everyone sneaks in autos when they can. This passive just doesn't really mesh with Lissandra's theme and overall playstyle. Additionally, playing around it in lane will be extremely difficult, seeing as I don't see anywhere in the tooltip stating that it only applies to champions. It feels like we'll be forced to miss CS when looking for opportunities to trade. Maybe if it were up after a specific number of spell casts a la Annie, then it could work well with Lich Bane and I could see it putting in some serious work. But for now, having it's uptime function similarly to the current Lissandra passive (based off of time, reduced by hitting enemies with spells), I think it's going to be extremely clunky.
To quote Simon Cowell "It's a no from me."
depending on how they code her, some off tank builds would have a lot more potential on her if it does and also nicely compensate her for the MP regin she loses with out free ability casts.
