How to "fix" Kat
I still firmly believe CC is the key, but to appease the masses and not break Kat:
Decrease her passive to about 6.5-7 seconds, increase all her skills CDs by 5 seconds.

this is a terrible idea....she has been built completely around her passive at this point to mess with it without buffing anything to compensate would make her pretty useless. she is squishy and a single cc will take away a large chunk of her damage there's no reason to nerf her to appease the masses they just need to learn to counter...
I honestly don't know why people are complaining about her she has good damage but her ult can easily be stopped she's squishy unless you feed her all game and she has no cc of her own to keep you in her ult lol just walk, flash, dash or leap out and come back or even easier use pretty much any cc on her and her ult is gone yes shunpo does good damage but she's not a threat to your whole team with it and once she uses it to get in you focus her and she's evaporates I love kat but she can be countered easily without a good team so she can actually get the damage in
ps. I see no reason to completely ruin a champion many ppl enjoy just to appease a few and get them to stop whining for no good reason that's like giving a brat their way for throwing a fit
Means she has to use her free of charge skills sparingly/smartly. Maybe the CD bump was too harsh but anything along those lines fixes it. Maybe a 2/3 second bump on the skills
I'm a Kat main. I've played over 400 games with Kat. These nerfs would make her an outclassed assassin and near-worthless addition to any team without significant number buffs. Bumping her cooldowns would destroy the weak laning phase she already has. It would also require Katarina to fully channel Death Lotus in team fights to stay relevant without instant resets. And in Plat+ ELO, no one ever lets Katarina fully channel her ultimate.
I'm just pissed that everybody and their uncle are starting to play my main. I hope she gets number nerfs so that I can main her in peace.

Kat is just more then fine, problem is yolo queue ward coverage. She relies on roaming to do good and people let her roam freely.
And just you destroyed what ever laning she still had.
How to fix Kat: Give her mana/mana costs
No, the way to fix her is to either nerf the damage on R, or to remove her R's passive completely.
