Are there any Plans for the Blind CC (or Teemo)?

Over the past few years Blinds have slowly been disappearing from the game. Heimerdinger lost his with his rework as did Quinn, leaving only Teemo with it. Personally I think Blind is a really interesting CC which acts as the Polar Opposite to Silence. Silence disables Abilities and is disruptive to Casters, while Blind disables Auto Attacks and is disruptive to Auto-Attackers. While I don't mind it being a rare form of CC, having it be stripped away until it's only on 1 Champion makes it seem more of a remnant of earlier Seasons then a current part of the game.

So I want to ask any Rioter, are there any future plans for Blind? Is it going to be removed and eventually replaced by the nearsightedness effect?

I think Blind could work, but there needs to be more indication for the person affected by the Blind that they are actually blinded. Silence comes with a very obvious sound effect, all your abilities are blanked out and trying to click an ability gives you the "can't cast that" sound. A person who is Silenced catches on very quickly. Meanwhile people who are Blinded basically only get the sound of Teemo's Q and visually they have a bit of blue smoke around their Champion's head. In a teamfight situation, seeing this smoke is incredibly hard. Having some type of very obvious indicator appear for people who are Blind so they KNOW that they are Blinded would be great.
