**Current PBE changes to nimbus cloak (rune): **
It still has a 60s cooldown. Good.. but flash has a 5 minute cooldown. And nobody is going to use this rune, except maybe 
.
Now it's just an added haste to flash, instead of being a helpful rune used for aggressive plays like 
's Soul Shackles and 
's Crowstorm.

we all know this change is gonna break champs who are immobile namely bursty juggernauts (garen/darius as examples)
...why not add speedboosts to both? It's a dead rune until 6 for most champs
So now I can go even faster with Ghost. I see.....
Ohh, that is a horrible change. That won't stay. Having Super Ghost and Super Flash will be too OP. It will be a must take. (RIght? So many plays are made with flash, you can see how this becomes decisive...)

It's broken, anyway. Take Smite to lane. Now you have mini-Ghost on a 60s CD from smiting a minion. (No JG item required.)
I don't think that this one is real either.
WHY WOULD RIOT RATHER GIVE US THIS THAN JUST MAKE CELERITY A SIMPLE USEFUL MS RUNE?
Meh, maybe I'm in the minority, but I like the change. Sure, might need to nerf the MS it gives back to 100, but it makes flash/ignite users have some great early plays. Normally I complain about the pace of the game but I just feel like it's going to be more useful more often than current nimbus cloak
