So, op champions and trashed champions

So, I thought about it a bit and found out(which most people allready have): that when putting a champ that's say, average or even on the weak side next to a super op champion, it makes it seem like the average champion(one that doesn't need buffs) will need buffs, instead of nerfing the op champ, they buff the champ that didn't need any I thought of it the other day, so i'm not sure if this is exactly what i was thinking. your thoughts?

I see what you're getting at, but that can be hard to judge considering the low chances of having the same two champs next to each other in consecutive games long enough to actually have a working hypothesis; not only that, but you have to gauge individual skill of the players. Someone could have an OP and be great, proving your point, or someone could have an OP and be crap. Vice versa for said average champ.
