He doesn't need it
/edit: He has every form of damage BUILT into his kit. He has DOT + movement speed, free weaker last whisper (25% armor shred), AoE nuke, slow, AoE pull, and an execute. All the while he bleeds you with magic damage, cuts you up with his autos (with a reset), and can finish you off with true damage.

its also the only thing keeping him somewhat relavent late game. Since he scales horribly with damage items. This armor pen passive alows him to remain somewhat of a threat while building tanky late game due to his ridiculously high base damages.
