Is there an actual, legitimate reason that hecarim hasn't been nerfed yet?..

he is beyond cancer, and it's disgusting that it hasnt changed yet

Hecarim just takes advantage of players who don't really ward their lanes in the early game. As long as you generally play safe with a respect to Hecarim possibly being anywhere it kinda kills his advantage of running at you unexpectedly. In the mid-late game if you have a decent team with at least 1-2 peel abilities he's kinda rendered useless for diving in and causing chaos for your team.
But again it also kinda depends on his team comp and their ability to follow up or provide long range CC to compensate, or to be able to pick from a distance.
Probably because since his many years since release, he hasn’t been picked so the sudden surge of play means they don’t want to immediately spike him and are likely testing the waters
I think maybe because they fixed a bug on him that made him work as really intended with the power ramp up, and nerfing it would force them to admit they messed up. But I don't think it is Hecarim as much as it is Conqueror. It gives him too much unnecessary healing and true damage. And if you think about it, after his E dash-in he has a hard time sticking to enemies to use his Q, unless R is up. But if you take the runes he used before Conqueror rework (Predator), it seems as if he doesn't do nearly as well, especially compared to much more horrible atrocities that need a nerf in this game.
