I have played over 100 games this season, and received honor in almost all, or at least the multiples per game to make up for those I did not. I still get the key fragments yet my Honor Level has not increased above 0 gems in Honor Level 2 all season. Is this a glitch or am I someone being dinged for something I am unaware of.
Any clarification would be greatly appreciated as I feel I am going to miss out on rewards that should be coming.

Honor gain isn't something guaranteed. Have your teammates been honoring you (you should see if you've been honored in any of your games)? If they haven't, than no matter the # of games you play, your honor ranking wont increase :X. The system depends on honors from humans, not # of games played. GLHF!
If you are being mildly toxic, but not enough to be punished they slow down your honor progress.
if you're playing with premades who keep honoring you then that doesn't count for the system.
Get honored, make sure you honor, and hope that your teammates honor.
If all three don't happen, then you growth is slow.
