[Suggestion] Replace Runic Blessing for modified Bami's Cinder

As you may or may not know, Bami's Cinder is a PBE item that costs 1000g that resembles a mini sunfire cape. Unfortunately this doesn't solve the early clear woes of tanky junglers. If we were to make this a mastery instead of an item, this may ease these very woes. Runic Blessing is deep within the tank mastery tree, and (me being a jungle noob as noted by my MF flare) have noticed within most of the current meta junglers use 21/9/0 masteries instead of 9/21/0 or whatever people may use. If we were to replace Runic Blessing with Bami's Cinder's passive, we could see a rise in tanky junglers without directly nerfing the current meta junglers. If there are any incentives for these meta junglers to have this mastery, it is noted that they would have to give up some sort of damage as it would cost a minimum of eight extra points (on top of the usual 9) in the defensive tree to have this passive. Furthermore, this sacrifice will come to their damage as masteries like Havoc (+3% damage) and Devastating Strikes (+2-6% penetration) would no longer be accessible if Bami's Cinder mastery is chosen.

Bami's cinder's unique passive:

UNIQUE Passive - Immolate: Deals 5 (+1 per champion level) magic damage per second to nearby enemies. Deals 50% bonus damage to minions and monsters.

We could do two things to this item:

We could make it a complete mastery and get rid of the item (change it to something like 7 (+1 per champion level) magic damage per second to nearby minions and monsters only.

OR:

We could make the mastery 5 (+1 per champion level) to minions and monsters only

The Cinder deal 10 (+1 per champion level) to minions and monsters only, plus 50% bonus damage

The new enchantment deal 15 (+1 per champion level) plus 100% bonus damage to minions and monsters.

  • The mastery and the item will not stack in either option!

I personally believe in the second option because it scales better as the game progresses. Thank you for your time.

Bladed Armor Point: See, the difference here is that bladed armor works like liandry's as it is 1% of current health. If this was max health, then it would be a different story. Imagine you had a monster with 2000 max hp, but it's current hp is 100. Bladed armor would only deal one damage as opposed to 20 if it was based on max health. The returns for bladed armor are diminishing while Bami's cinder is constant. The more time you spend on camps, Bami's Cinder will most certaintly out benefit Bladed Armor. And since tanky junglers will spend more time on these camps (even with bladed armor), Bami's would most certainly be more favorable. And if we were to buff Bladed armor to max health, this would buff AD heavy, meta junglers because the gap in clear times would remain constant as opposed to replacing Runic Blessing, which would shrink this very gap.
