What would happen if you've never played let's say Sion on Teambuilder but have a mastery rank 5 on him. Do you still get the handicap seeing as it is your first time with the champ on Teambuilder?

I know you're asking Riot, but this is how I'd figure it out:

Firstly, I didn't read too much into the mastery thing, so I don't know (and I'm too lazy to go look) about the information available. I also don't know what you mean by "handicap." If "handicap" is the little benefit you get for playing a new role in Team Builder, then realize that just means "Tank," "Fighter," "Mage".... and whatever else they have, and has nothing to do with playing Sion specifically. But if by "handicap" you mean something mentioned in the mastery explanation, then....

The question seems to be "Is your champion mastery level tied to your account or to the game mode?", like owning champions is tied to your account (you don't have to buy the same champion for ARAM and for Team Builder, for example, you just have to buy him from the store and he's unlocked on all game modes) and your MMR is tied to the game mode (you can be paired with noobs in Team Builder because your MMR is so low, but be simultaneously paired with pros in ranked cause your MMR is so high).

So, when they explained masteries, did they make it seem like you'd get your rewards in multiple game modes? Like do they show/mention showing off the badge in ARAM and in Ranked for the same champion? If they did, then you'll probably not get the handicap. This is what I suspect to be the case.

If they mentioned you'll have to earn mastery ranks for Ranked mode, and can't show off your rewards in normal blind pick until you also earn mastery ranks for that mode.. then I will have to assume will get the handicap in Team Builder even if you're master rank 5 elsewhere.
