[Suggestion] Champion Mastery Compromise
So I am little late to the Q&A, but if it's alright with the community I want to put down my two pennies.
When I read the Q&A, I noticed that people were concerned about spamming until Mastery level (ML) 5. Another thing I noticed was that there are grades given at the end of each match. What if we combined the two into a system that made achieving ML5 (and the Soon™ ML6/7) a little more challenging but significantly more rewarding? How you may ask?
If you look at the picture, mastery.png, it shows the first five mastery tiers along with the two unreleased tiers (they appear within the files as noted by the team at surrenderat20.net). If you look carefully at the last three tiers, I added each tier an additional requirement. In order to get to ML5, you need to have had a C average, B average for ML6, and A average for ML7. The one catch is (to avoid mastery level jumping) that you still have to level up the mastery as well as maintain the average.
FAQ:
Question: Wait, what happens if I play Soraka and have a D average after 250 games? I'll never reach ML5 let alone ML6 or ML7!
Answer: The average will only be calculated based on the last 20/30/40 games. For further clarification, to reach ML5, you need to have a C average for 20 games. To reach ML6, you need a B average for 30 games. To reach ML7, you need an A average for 40 games.
Even if you have 50 straight D games on Soraka, playing at most another 25 around or above a C level should not be too difficult a challenge to reach ML5... Remember the grades are based by how well you did relative to other people in the entire server. Therefore by (crude) estimation the percentiles are as follows:

This distribution will favor people that try their best at improving with their character. Even if they are an average player (Top 50%) they will eventually earn a B average (ML6 on estimation 1) or a C average (ML5 on estimation 2). In my opinion, it is most definitely manageable to attain ML5, and if one works hard enough ML6 or ML7.

Answer: The calculations are not based solely on whether you win or not… as tirelessly mentioned by Riot Reds
Question: Can I skip ranks?
Answer:
Short answer: No.
Example answer: Assume each mastery level (ML) requires 5000 experience to reach the next level.
I am ML4 with Graves, and I have 2500/5000 experience. Unfortunately I have a D average :( After a few solid weeks (cause I don't play that often) I attain a B average and I have just earned 5000/5000 experience points. One would think that you will earn ML6 since the B average is a requirement for said level. However, the added challenge into getting ML6/ML7 is that you have to earn another 5000 (or whatever the number really is) experience and maintain said average to earn ML6.
The check to see if you rank up is made every game after you fufilled the experience points requirement.
Question: Can I ever get demoted?
Answer: No.
If you happen to reach ML7 on a character, but under perform for a stretch of games you are not going to be demoted. At that point, if you have reached ML7, chances are you know that character inside and out and no longer need to prove yourself with said character. You earned the mastery and you get to keep it (even if you troll every game after you reach ML7).

Answer: Express it through non-vulgar, in-depth commenting.
Question: So if someone is not rank 6 or 7 they are trash?
Answer: Instead of focusing on how bad a teammate is, focus on the following positives or milestones:
Level 1-4 : Your teammate is learning / has knowledge of the champion. Level 5 : Your teammate can hold their own and knows the basic mechanics of the champion Level 6 : Your teammate can perform fairly well and has decent mechanics with their champion Level 7 : Your teammate will consistently perform and can make some plays.
However, please understand that everyone can have their bad games. There is another person controlling that champion, you do not know the person's life story. Be empathetic and maybe even reach out if a summoner is in need of a friend.
