Why aren't Twitch/kindred in Overcharge?

all of the champs you can choose are marksmen so clearly this was to be the marksmen equivalent of Blood Moon. Fine, but why are these 2 left out?

Kindred is a special case who plays around stacks but so does draven kinda. Twitch has high AOE dmg but so do Jinx, Kog, etc as soon as they get runaans which imo isn't worth it here.

I noticed this because i actually wanted to play twitch so i thought he was the only one left out but turns out kindred is too. Twitch is supposed to be the Assassin/Marksman hybrid but he isn't allowed in either game mode? that's almost as stupid as disabling Karthus/teemo in one for all.
