Zillean is a mage, he just happens to play the support role often. That would be like saying Morgana and Lux can't mid anymore.

Syndar and Veiger both need small buffs. Their last round of nerfs were too much.

Zileans play style was changed to make him function more as a support and less as a mage. The gameplay update he received was much needed as there was nothing satisfying playing against a ranged champion and has point and click harass. In theory he could still function as a mage but he's better off as a support and plays more like one now since his poke isn't nearly as reliable in 1v1 situations.

Syndra doesn't need buffs, she sees competitive play as it is. She's right where she needs to be. Veigar might need some mana cost reductions but that's it.
