The counter to Lucian was any lane bully with a longer range(Ez for Adc's, Karma, Zyra, Lulu, Brand, Lissandra, ect. for supports) I'm usually a support, so I never needed to figure out how to shut down Ekko in the early game, because I was usually half the map away.
Volibear. Slows, stuns, AA blockers, grievous wounds... So that would be Teemo(Q him just before he hits) And like, 70% of tanks mages and supports. Also keeping up vision and paying attention to it helps.

Throw a Malthazar(E constantly procs Rylai's and liandry's) Karma(Q slows, E speeds you and shields you, W does damage and roots, aswell as being able to heal you) Ryze(Point click snare, rapid spells to proc Rylai's to help kite) Syndra(Knockback & stun will ruin his day) at Volibear, and if played right, there is no reason you should not win.
