He is OP, plain and simple. He builds CD-reduction boots and a tank item and he still spams massive nukes. He's hard to catch with a strong dash and has a the most powerful global snipe in the game. He's literally tearing up botlane every match, his skill cap is way to low for how powerful he is. He is incredibly frustrating to play against.

It's literally his items. Not only this, but Blue Ezreal has been a thing for fuckin ages. He absolutely 100% needs to be tuned in reducing what makes Blue Ezreal strong to reintroduce ADC variety. It's funny that you mention making a major change though, as before the whole business where Blue became popular Ezreal was going to be receiving W buffs, and now suddenly that may never be a thing for a long time. I can't help but wonder if that Ult nerf came into being because Riot had focused on him more as of late.
