Why does Ryze need ANOTHER rework!?
Seriously, favoritism much. Some champions have needed changes for ages and yet get ignored because Ryze happens to be the favorite champ of Riot CEO.

Ryze's rework didn't delay anyone.
If it really was favoritism, he'd probably still be in one of his completely busted states. Ryze has a history of being completely overbearing against everyone he lanes against. Reworking him is the best way to fix all of his problems aside from bandaiding every little problem as they arise.
He needs a rework because he's broken. I can completely agree with the favoritism part though. Whereas other champions are nerfed hard and then left weak for long stretches of time, Ryze always gets a rework that inevitably makes him broken again.
