Legitimate Question to Riot: Does TF keep point and click stun because he's popular?

I feel I need to ask this question to Riot and see if I get a response (probably not because Riot never want to answer the serious questions. They'd rather ban people for it.).

So we are aware that Riot have stated that they do not like point and click stuns as they have very little counterplay. They said this when they reworked Taric. Is the legitimate reason that some champions have been allowed to keep this mechanic, despite Riot saying its toxic, actually more down to favouritism then it is good design?

Why does Taric need to have his stun removed (which was a decent part of his original kit) but both TwistedFate and Annie get the same thing but get a free pass? Is there actually a legitimate reason for this?

I ask because I am very tired of noticing a trend of favouritism amongst the Riot developers that keep certain champions strong or overloaded on purpose. I am pretty sure this is not because of personal preference but it intentional to keep interest and talk about the game. This is why some champions have been designed recently and been blatantly overpowered, Riot does this on purpose.

I think its unfair that Taric has to lose his point and click stun, the same as Sion did, however Riot complete glosses over TwistedFate and Annie because both are more popular champions. Surely, if Riot decides that point and click stuns are bad design, as they said, they would remove them from these champions as well?

TF keeps his point-and-click stun, because as a squishy, immobile mage who needs to get in range of 525 units he simply needs it to function. Taric and Sion got their p-a-c stuns removed during a complete kit rework. Until there's such a rework for TF, he will keep this stun. Which won't probably be soon, TF functions pretty well as a champion, even though his stun is not a skillshot, it has different counterplay/weaknessess, like short-range, indication and delay.

Reducing Taric and Sion reworks to removal of p-a-c stuns is silly. They were handed crapton of other, healthier tools.

Additionally, while Riot said they don't like p-a-c CC, they also said in world full of hypermobile champions like Zeds, LeeSins and Kalistas some reliable CC is basically needed for game as a whole, and so they allow Annie to keep her instant stun. I kind of agree with them.

TF's stun is not instantly, and it's telegraphed. He needs to press W, then lock his Stuncard and then throw it at ya. That takes a while.

TF and Annie's stuns are incredibly telegraphed. Very easy to see coming. Though it is kind of ironic that Taric's stun is now a skillshot and yet telegraphed as well. Landing Taric's new stun is ridiculously difficult with all the adcs that have a dash and in one case a spell shield.

Sion v. 1 is a champion with a point-and-click stun that had a shield with a 90% percent AP ratio, that did damage. He could also gain health on every kill which worked well with his abilities that gave him an Infinity Edge worth of AD and 50% AS & 100% Lifesteal, that healed his nearby teammates as well.

Annie and TF are short-range, immobile mages whose power is entirely centered around having said stun.

Are there any other apples you would like to compare to these oranges?

tf is a utility teamplayer. not an annoying burst mage like annie. tf's ult does no damage and his e is weak. he needs the targeted stun to be useful when he ults. it's his way to be viable. tf is balanced and fair the way he is as opposed to annie.
