People mention a "Sandbox" or "Practice" mode is wanted somewhat, but what exactly does that mean?

It's a legitimate question worth some clarity. What is it people are asking for?

Are we talking a drop-in, drop-out at will, sort of arena, in which there aren't win or loss objectives, and people can come and go as they like, without fear of penalty? Where there are toggles for mana and gold and cooldowns, similar to a fighting game's training mode?

Basically, where you can safely learn at your own pace, right? With or without others?

I can get behind that. Especially if it has a "hanging out" sort of vibe, in which people just sort of do their own thing freely, talking, playing games they make up on the spot, just to experiment.

And you can just imagine the amount of role-playing that'll happen. I've never been into that scene (then again I've never tried it either), but I can picture it in my head.

Generally when people mentioan sandbox mode, they mean custom game with unlimited gold and selectable level, so you can test stuff, especially new patch items and changes.

But your idea sounds really fun too.

Personally I'd want a very highly customizable custom game. I want to be able to give one side specific buffs (kinda like, say, giving red side urf buff and blue side nothing, or red side 50% damage reduction, etc.), set specific champion buffs/nerfs, add ways to win other than the normal (like having no turrets on dominion, and blue side wins after 40 minutes, red wins if they get 25 total kills). Basically I want to be able to make a hide and seek that eliminates most forms of trolling while making it less annoying with the "lol I'm not trolling" people who form deathballs.

Really, I just want to be able to enforce hide and seek rules and make it a more legitimate gamemode instead of a troll simulator.

but actually, the theme of sandbox is as you said to be able to do what you want within the game's parameters

for instance, it is very unlikely that a common match will allow a full build to be setup, making it more difficult to detect a champion's optimal endgame build
