Idea: Twitch W Grounding

Just a thought for Twitch since he is kind of always in a weird spot as a ADC; he is actually better as a JG generally speaking. I was just thinking maybe give his W a grounding effect which would be essentially the same as Singed's W although Twitch's gives stacks of his passive.

I'm obviously not a Game Dev or anything but in terms of balance it at least gives him counter play in lane early which in theory could help his lanning a little.

OFC it could mean him as a JG would in theory be even better but overall twitch isn't seen TOO often in either position nor is he seen as something unbeatable or insanely strong.

How would you feel about it? I like twitch but it seems like he needs A LOT of help to be played in lane and also he needs a lot of items so rather than directly buffing his abilities through sheer dmg I'm thinking maybe just give him a layer of utility to help his rough early game.
