The Camille buffs on PBE don't address issues

The Current Issues Camille has no keystone to work with that has decent synergy. Press the Attack is passable simply because the keystone is busted, but since it does not amp the true damage of her Q2 it is significantly worse than on other champions. She does not need the extra mobility from phase rush or fleet footwork, and has almost no synergy with lethal tempo. She doesn't build damage to scale Comet/Aerie (comet being a keystone she can make OK use of in lane with her W slow, but is generally mediocre), and these also force her into going Sorcery, which has a lot of runes she doesn't care about. Resolve keystones don't work well either. Of them, grasp is passable for winning lane but currently outclassed by PtA, aftershock is too unreliable since Camille's E is both telegraphed and narrow, making it unreliable to hit with outside of E-Flash.

Camille is also suffering from a significantly worse mid-game than she had before the changes to the system. 1 item Camille should be squishy - she's building Trinity Force, not a tank item. The issue comes with how damage appears to have gone up in the patch. She has gone from appropriately squishy, to being made of paper. This makes it incredibly hard for her to play around her main power spike in any kind of teamfighting scenario, and relegates her to split pushing. This would be okay, but Camille currently loses duels to just about every other split push champion. Jax, Fiora, etc. dumpster her in the 1v1, since Camille's dueling is weaker to compensate for her better utility/teamfighting than other splitpushers that she cannot currently make good use of.

Of course, changing the rune system simply to suit Camille would be nonsense. Outside of making PtA apply to Q2 (which would go against established rules with true damage) there is very little you can do there to fix them.

PBE Changes > Camille > Adaptive Defenses (Passive) shield duration increased from 1.5 seconds to 2 seconds > Precision Protocol (Q) recast for no cost time increased from 3 seconds to 3.5 seconds

The passive buff is not useful. In the vast majority of cases your shield is either consumed very quickly, or you disengage with it up. It almost never gets to expire in a trade or fight.

The Issues with the Q Buff:

  • It removes certain champion's counterplay to Camille.
  • Champions with short duration stuns/roots can stun Camille shortly after her Q bakes, forcing her to either miss it or use it inefficiently (with no AA reset).
  • It doesn't provide any power that feels good to Camille.
  • It doesn't address the issues that she's currently suffering from.

The Solutions

  • Adaptive Defenses grants a small amount of Armour/Magic Resist (depending on the shield granted) for a short duration. Something like 5/15/25/35 scaling at 1/6/11/16
  • The Resolve runes gain meaningful survivability options for champions not rushing resistances. Tier 2 resolve runes are very weak for a champion who hasn't built any.
  • A new keystone is introduced.

TL;DR:

  • Camille suffers from a lack of synergistic keystone and loss of power mid game
  • The buffs on PBE do not address this
  • Granting Camille an amount of survivability would allow her to function without improving her keystone options

Thank you very much for reading.

a lot of champs do. that's y this preseason kinda sucks. You are either a champ that makes good use of the runes and are busted AF or your a champ that doesn't use them well and suck)
