as title says...players who do not receive penalties for a certain amount of time should be rewarded RP for maintaining the summoner code and providing a toxic-free community

As rewarding as it sounds Riot will go incurr net lost people will not spend as much

You have the hextech chests already as the reward

There is a system to prevent some of the toxicity.
