He was pretty awful for a very long time. Now he is a bit too much. Lets break his knees back to being an easy champ that operates from 0-25 then becomes easily countered. Because when champions who just run you down are strong. they are oppressive.
his full combo with ignite in the midlane can do 3/4-100% of someones HP at level 3. Definately 100% at Level 4 with 2 points in it.

Like WTF Riot do you not remember what happened when you buffed Thresh's Q cooldown? And Naut's? Hook cooldowns are as short as they can balanceably be! Every time you make them shorter the champion becomes able to chain CC which is infinitely stronger than the 4 and a half seconds of CC or so they had before!
You will never balance hook cooldowns as short as Leona's current cooldown. So stop making the same mistakes and just don't buff them! If the hook supports are underperforming then nerf their opponents!

People are still complaining about Garen after he was nerfed down and mid Brand?
I don't understand why people assume garen is easy champion. Yes, his kit is pretty simple, but I can swear if someone who have never played him would go against, let's say, Akali first timer (supposedly hard to play champion) - he would get his ass kicked. Maybe in low elo it's a different story, who knows. But garen is actually difficult to play exactly because of how simple he is.
Those two are absurd examples, both are in a rather weak state atm. Garen has a ~50% win with not even 5% pick, he basically is at his worst performance ever. Brand is at 50% win as supp and less than that in mid with barly 4% pick as suppo, and less than 1% in mid, again basically an all time low in his performance... As for brands combo damage: 90% of the champs played mid will do 70-100% of your HP with a full combo + ignite at lvl 3, and most of them have less downtimes after that. There is a reason that brand mid only appears once every 100 games and still looses more than he wins...
If you used a champ like Fiora as example, i'd agree, but those two are shadows of their former selfs right now. Garen might have been overtuned for a short period after his mini rework, but his knees already have been broken, along with the rest of his legs...
