Please explain it to me as it seems to be overly gated to me on melees and still viable on ranged / semi-ranged 
Sure it was broken before in some cases but what is it's state right now?

Still good on the ranged champs like Kayle and Kog Maw. Funny thing is it was only broken on ranged champs before and Riot decides to nerf it for melee.
