K, so I find there're likely two possibilities for this decision.

A, You've tried spellvamp ratios and they.... Somehow, I can't actually even fathom how.... Didn't work. In which case, pray tell. What didn't work about it?

Or B, You didn't even try it. Despite it being a simple and neigh guaranteed to work solution.

Spellvamp ratios are even more fucking tooltip clutter and don't fix the main issue.

Veigar doesn't care about spellvamp. He will never buy it simply due to how he plays. Vlad pretty much will always buy spellvamp unless it's completely useless

Long answer short, it'd be too confusing. When you buy a stat, you expect to get the full value of the stat. If you add in special cases, then it adds an unnecessary layer of complexity. You may as well say "Ryze should have ratios for CDR" or "Aatrox should have ratios for lifesteal."

like i wrote here, i'm fine with wanting to take a different approach for ap champions something a bit more dissimilar from lifesteal just from a game design choice.

But saying spellvamp is too difficult to make work when they hardly tried any honest attempt at making it work... hurts riot's credibility.

The problem was that some champs synergized too well with it.

Why that isn't a reason to delete rageblade from the game I have no idea.

I thought they were killing spell vamp because it was so heavily nerfed only vlad bought it and he was getting a rework anyway.

Spellvamp is incredibly niche, basically only bought by AP morde and Vlad, and serves very little to no purpose outside of that...
