Yes it makes sense. The IP increase in the first week is to encourage purchase of new champions with RP (and if you're already spending RP might as well spring for the bundle and get the release skin for cheap).
Release champions make Riot money. Banning them from ranked is only going to cost Riot business

It's your currency, if you want to use it then use it, but this F2P ban cuts down on a lot of those instances, for all you know a Jihn player was on PBE with him the whole time.

They never have been.. the F2P champs were only allowed in ranked for the start of the season and preseason, they weren't allowed in ranked ALL last season. I don't know why, but I was more surprised that they actually allowed it rather than making it not allowed now.
