No silly, he's a pirate.
Even Riot classifies him as a "battle-mage" - "skirmisher" hybrid, but I don't see what that has to do with where he is played. Kennen is a mage, but he is mostly played top, not mid. Lissandra and Vlad can both go top, despite there mage-status. The reason GP is taken top is that his lane phase is pretty garbage, but he can somewhat abuse some melee champs, or at least farm against them. GP is ok in mid in my opinion because he benefits from the short lane, but he has a lot of unfavorable mid-lane matchups.
graves is a marksman who builds AD, therefore he should be played in the botlane

pretty sure graves is a sustained damage tank judging from the dash that stacks Armour/MR
gp is actually more a of a wizard berserker.
