Why does Void Rift start with 2 charges when a point it is put in?

http://i.imgur.com/AO4rDH4.png Every other ability with this kind of charge mechanic (Heimer Q, Zyra W, Vi E, Corki R, Akali R, Teemo R) starts with one charge when the champion learns the skill.

AFAIK, it only works like this if you level Void Rift as the first skill. If you level it second you have to wait for the second charge.
