its not they are underpowered, in fact they often have better ratios. they are picked less because ....
THEY DONT ACCOMPLISH A GIVEN TASK LIKE OTHER META CHAMPIONS DO
Vi and jarvan for the longest time were played because they were experts at coming from behind, gap closing, and successfully ganking a lane. zed, leblanc, riven, are lane bullies, they get solo kills and get ahead. jinx rockets all 5 targets for full damage and secures kills with her rocket. sivir makes sure they can hard engage and force a fight whenever they want to.
twitch on the other hand has 2 steroids which give him great pick potential and can hit the enemy back line in a lot of different ways and possibly kill them. anivia throws slows out and has the slowest af Q ever which is easily dodged, making her dependent on others to hard cc first and she can follow up with her great damage. trundle top lane is a lane bully and is great at tank busting, split pushing and 1v1ing someone thanks to raw stats. however he is easily kited by everyone with a closer/escape or knocked out of the fight entirely making him non existent thanks a lee sin kick or alistar. rammus jungle just gets invaded early and killed, the enemy will flash your powerball and then just duel you thanks to your low mana and low early damage output.
its not that they cant be played, but you need a true team to make any of these champions work. other champions like
ahri, azir, janna, hecarim, nidalee, kalista have no clear weaknesses and have great kits which work well together, these champions can be safely picked into nearly any team comp and your team is better for having picked some of these champions.
a champion like lux, will just get dived on by a champion like zed, rengar, khazix, leblanc and she would just die. so she has to stay super far back to compensate.

The best part is that people instantly assume Underplayed champions are terrible duelists.
I have lost the count of the amount of times a FOTM tries to duel me as Mordekaiser.
Anivia's good players/mains are monsters. They handle their lane so easily.
Anivia just has little lack of movements speed otherwise she's fine.
The people who believe underplayed=underpowered, are the same people who think Overplayed=Overpowered.
Swain and Vel'Koz are off most people's radar, but you'd be a damn fool to think they'd need a buffing. Sometimes, it's not a power reason why people aren't played, I suppose it's because of their playstyle and how they function that people just don't want. People value mobility above all else, and if a champ doesn't have 2 dashes, they generally don't want it. But for some people, like myself, I am perfectly fine with that.
because not having an escape in your kit = trash champion. duh XD
