Physics problems with Veigar

With the nerf on Veigar on the patch 5.4 nerf on e... ok everyone are talking about that... But something is wrong with the nerf of the R ap ratio (1.2 decreased to 10.0) because of that, the R deals as damages as W... A cosmic burst deals as damages as a meteor... That is strage i guess...

Now with this nerf it makes R a bit useless...
