This is a damage nerf for anyone that uses Whisper.

This is a buff to a Tank's ability to Tank, since forcing an ADC to build Whisper means they're gimping their damage against the rest of your team.

No, the tank won't tank jack shit, Just the ADC will do less damage to shishies then they would have otherwise.

If they're gonna invest that much into armorpen, just grab health. Sure, it won't help much against Vayne and Kog'Maw, but with the nerf to BotRK, health stacking will become much more relevant against all other ADC's.

BotRK's passive is getting nerfed down to 6% damage as well, so stacking HP is even more viable. Because the new Whisper only punches through bonus armor, that makes HP a harder soft-counter against it than with the old Whisper.

Semi-soft counter?

This also makes champions with %Armor shred much more valuable to teams with heavy physical damage.
