So personally, in game i just attempt to outplay him or follow his attempts at roaming or punish his failed roams with lane pressure. Some are passive til 6, some fizz are aggro. Can't E to stop his Q for a bs reason.

In general, if you e and hit him as he Q's, as if to interrupt him, it renders him helpless. If you freeze towards your side he's over extending. So if he decides to Q you, E draws him towards tower shots, if not under tower then EWQ EQW should out damage him especially since most fizz's dont max Q. Then if your reaction times arent that fast and he manages to e your e, then back up off it. Now i use movement speed quints, its a great rune. Gives nothing defensive or extra damage. It's purely for kite. Two of them should allow you to really walk away from his E. But if hes a trickster and E flash's for the second part then hopefully you flash his E. Remember when you build MR runes, you give up damage. So then you lost damage right off the back, now the rune is used to reduce AP damage yes. But if your looking to out trade him, AP scaling blues or flat ap blues should do it, combo it with mag pen quints to get past all his built mr rune wise or standard flat ap. AA harass heavy? Then try armor pen reds or the hybrid reds or straight up atk dmg reds or quints. If you hit your combo, shots and aa harass he should be not testing you. But if you make a mistake, he is a high outplay potential champion. So try and not to mess up. Vice versa
Post 6, it kinda goes like this, if hes building abyssal or just a negatron do the same. If he's attempting to freeze on his side, then aa for cs where possible. Fizz has this little animation when he ults. Also it's hard todo, but he can R during Q or something like that so beware but with the newest bug fix to her E, people cant use other things while charmed during their dash. With that said, if you're good at E'ing his Q he cant QR you. So if your focused you can just kinda side step it at a fair distance or ult dodge it. But if you get hit you can R once for distance and as the animation is about to knock you up, you can attempt to E to kinda of break even on CC or out CC him. Now if he wasn't reacting fast enough to E and was hit the rest is up to you, dont get hit by his E. Now if he dodges your E as your about to get thrown in the air, side step or uses E and does connect his combo, you might be dead.. This also depends on how ahead behind or even you both are. And build path's.
Basically it's the same with alot of assassin match ups, who has reactions, good decisions, build paths(abyssal rush for yawns). Take your losses and work around them without losing focus. Or take your advantages use them well. The match sounds like alot todo, but it's exciting, he's a good match up for Ahri. Often i can outplay a fizz, so i get lax with them. But if it turns out to be a good fizz. Same for any champ really, things can go differently.
Realistically, you can rush negatron and zhonya's. Inv his ult, abyssal negates whatever dmg he deals to you by a large margin until void. If you can master the match up tricks, try no abyssal or zhonya. Make a mistake you might be done for and vice versa, This play style as always isn't for everyone.
