Remove banning hovered picks

I'm more worried about people banning my pick who so happens to be F2P because "I don't trust your skill" than people hovering Vayne to troll an ally who wants to ban her.

If you can't ban ally hovers then we'll get a situation where people will Queue as Support for faster times, hover whatever's ridiculously OP that patch, then proceed to blackmail the rest of the team into swapping them roles or they won't be able to ban it.

Yes, some people miss-use the current intent system, but I think a lot more accidental bans come from people not looking at ally hovers and just banning what they were going to anyway. A warning that you're about to ban an ally hover sounds fair to me, and I think it would solve a lot of problems, but I don't think locking allies out of bans is the right way to solve the problem.

EDIT: Actually, I could see someone making a script to have other people dodge for them if this was implemented. You have to hover a ban before you can lock it in, at which point the script could detect the champion about to be banned and hover that as intent, preventing the ban. Do that for enough picks back to back and the person banning has to dodge.

I have a pretty specific team comp that I prefer. so, if i have to ban people's hover to get that, i will. I don't want my game to be ruined because some asshat thinks he doesn't have to adjust his champ select for my team.
